Entry‑Level Driver Training (ELDT) in Florida

As of February 7, 2022 , the FMCSA requires most new CDL applicants to complete Entry‑Level Driver Training from a provider listed on the Training Provider Registry. This is federal law—no shortcuts.

Who Must Complete ELDT?

You need ELDT if you are:

  • Obtaining a Class A or Class B CDL for the first time - Upgrading your existing Class B CDL to a Class A CDL

  • Getting a School Bus (S) , Passenger (P) , or Hazardous Materials (H) endorsement for the first time


Who Is Exempt (Grandfathering)?

If you were issued a Commercial Learner’s Permit (CLP) before February 7, 2022 , and you obtain your CDL before that CLP expires , you do not need to complete ELDT.

Florida’s Scheduling Rule

Good news: You can schedule your CDL skills test even before your ELDT completion is posted in the FMCSA Training Provider Registry. However, the training must be completed and verified before you actually take the skills test .

How to Meet the ELDT Requirement

  1. Find an FMCSA‑registered training provider.

  2. Complete the theory (online or in‑person) and behind‑the‑wheel training specific to your class and endorsements.

  3. The provider electronically submits your completion to the FMCSA.

  4. Once posted, you are eligible to test.
