What Is Entry‑Level Driver Training (ELDT)?
ELDT is a federal FMCSA mandate effective February 7, 2022. It requires new Class A or B CDL applicants, and those adding Passenger, School Bus, or Hazmat endorsements for the first time, to complete theory and behind‑the‑wheel training from a registered provider before taking the skills test.

I Had a CLP Before February 7, 2022—Do I Need ELDT?
No. If your Commercial Learner’s Permit was issued before February 7, 2022, and you obtain your CDL before that CLP expires, you are exempt from the ELDT requirement.

What Tests Do I Need to Pass?

How Long Must I Hold a Commercial Learner’s Permit (CLP)?
You must hold the CLP for at least 14 days before taking the skills test. The CLP is valid for 1 year.
How Do I Add Endorsements (Hazmat, Tanker, Passenger, School Bus)?
Pass the written endorsement test(s) and, for Passenger (P) or School Bus (S), additional skills tests. Hazmat (H) also requires a TSA background check and fingerprinting. You can add endorsements when you first get your CDL or later.

Can I Transfer an Out‑of‑State CDL to Florida?
Yes—Florida reciprocates out‑of‑state CDLs. However, if you hold a Hazmat endorsement, you must reapply and pass the TSA background check and Florida hazmat test again. No other tests are required for a valid license.

Does Military Driving Experience Help?
Absolutely. If you gained truck driving experience while on active duty, you can waive the CDL skills test. You must complete the proper military waiver form within 90 days of separation and pass all knowledge tests. The entire process must be finished within 120 days of leaving the service.

Where Can I Take the CDL Skills Test?
You can test at a Florida DMV‑operated location or through an approved third‑party provider. Third‑party providers often offer more flexible scheduling and may provide the vehicle. Current providers in the Miami area charge $350–$450 for a Class A test with truck included.
